Pakistan 5G Spectrum Auction: $507 Million Raised – Jazz, Zong, Ufone Win Bids

Islamabad – Pakistan’s government concluded its 5G spectrum auction on Tuesday, realizing $507 million from the sale of 480 megahertz of spectrum. The auction, completed after three rounds of bidding, involved Zong, Jazz, and Ufone, all vying for key frequency bands essential for launching 5G services.

Zong secured 110MHz, Ufone acquired 180MHz, and Jazz obtained 190MHz during the auction, according to a report from Dawn. The spectrum offered included 700 MHz for $32.5m, 1800 MHz for $16.8m, 2100 MHz for $70m, 2300 MHz for $10m, 2600 MHz for $12.50m, and 3500 MHz for $6.5m per lot.

Spectrum Allocation Details

Jazz emerged as the largest purchaser of spectrum, not only in the 5G-compatible bands but also in frequencies used for long-distance telephone services. Specifically, Jazz acquired 20 MHz in the 700 MHz band, 50 MHz in the 2300 MHz band, 70 MHz in the 2600 MHz band, and 50 MHz in the 3500 MHz band. Ufone purchased 60 MHz in the 2600 MHz band and 120 MHz in the 3500 MHz band, while Zong obtained 60MHz in the 2600 MHz band and 50 MHz in the 3500 MHz band.

The auction process unfolded with Finance Minister Muhammad Aurangzeb, Information Minister Attaullah Tarrar, former IT minister Syed Aminul Haque, and members of the National Assembly Standing Committee on IT and Telecom in attendance. All three telecom companies were mandated to acquire at least 100 MHz of spectrum.

Expanding Coverage and Connectivity

Amir Ibrahim, CEO of Jazz, announced the company’s acquisition of the 700 MHz spectrum, stating it would be used to expand services into rural and sparsely populated areas. Jazz also plans to initiate 5G test trials on 180 towers starting Wednesday. This move signals a focus on extending connectivity beyond major urban centers.

The Pakistan Telecommunication Authority (PTA) initially offered 190MHz in lots of 10MHz each, but bidders requested 30 lots, leading to the availability of an additional 110MHz. The PTA also increased the bid price of the 2600MHz band by five percent of its base price. While demand was strong for the 3500MHz band, telecom companies only placed bids for 20 of the 28 lots offered.

Government Perspective: Digital Enablement

Finance Minister Aurangzeb emphasized the government’s role in fostering a digital ecosystem, stating, “Faster, cheaper, better – it’s as simple as that.” He positioned the spectrum auction as a key enabler for economic growth, job creation, and private sector leadership. Aurangzeb also highlighted the potential of 5G to support emerging technologies like artificial intelligence (AI), blockchain, and Web 3.0.

The auction’s timing coincides with recently announced austerity measures by Prime Minister Shehbaz Sharif. Aurangzeb suggested that improved connectivity would be crucial for facilitating a “seamless transition” to online education and remote work during a period of economic challenges, including the current oil crisis.

A Historical Shift in Spectrum Availability

IT Minister Shaza Fatima Khawaja described the auction as “maybe one of the most important days in the history of Pakistan,” noting that the country had not held a major spectrum auction since the introduction of 3G and 4G technologies during the Nawaz Sharif administration. She emphasized the require for improved connectivity to address existing challenges.

Khawaja highlighted a significant disparity in spectrum availability between Pakistan and Bangladesh, stating that Pakistan had only 274MHz available compared to Bangladesh’s 600MHz despite having a smaller population. The auction is expected to double Pakistan’s spectrum availability. She anticipates noticeable improvements in 4G service quality within four to five months, with 5G services planned for rollout in five major cities within five to six months.

Beyond 5G: A Broader Digitization Strategy

The government’s digitization efforts extend beyond the 5G spectrum auction. Minister Khawaja outlined plans for satellite-based internet to serve remote areas, establishing Pakistan as an internet transit country through international cable systems, and expanding fiber networks nationwide. The government has already abolished right-of-way charges to encourage infrastructure development, becoming the first country in Asia to do so.

The IT minister also acknowledged the groundwork laid by former IT minister Aminul Haque and Prime Minister Shehbaz Sharif’s vision for ‘Digital Nation Pakistan’ as crucial to the auction’s success.

What’s on the Horizon

The immediate next step involves the PTA overseeing the rollout of 5G services by Jazz, Zong, and Ufone. The companies are expected to begin infrastructure upgrades and network testing in the coming months, with initial 5G availability targeted for major cities. Further regulatory decisions regarding spectrum usage and licensing fees will likely follow. The long-term impact will depend on the speed of infrastructure deployment, the affordability of 5G-enabled devices, and the development of compelling 5G applications for consumers and businesses. Consumers can expect to see novel internet packages and service offerings from the three operators as they compete for market share in the emerging 5G landscape.

The success of this auction and the subsequent rollout of 5G will be closely watched as a barometer of Pakistan’s progress towards a more digitally connected future.
