Brussels Attacks: 10 Years On – Remembering the Victims & Ongoing Threat

Today marks ten years since coordinated terrorist attacks struck Brussels, Belgium, claiming 32 lives and injuring hundreds more. The attacks, which targeted Brussels Airport and a metro station during the morning rush hour, continue to resonate deeply within the country and across Europe, prompting ongoing questions about security, radicalization, and the evolving nature of the terrorist threat.

The events of March 22, 2016, shook Belgium to its core, representing the deadliest peacetime attacks in the nation’s history. Isabelle Panou, who led Belgium’s counter-terrorism efforts for 15 years, described the impact as profoundly destabilizing. “The whole country was shaken,” she said. “It was the first time Belgium experienced so many deaths in a terrorist attack, and the impact is still felt today.”

The attacks unfolded with devastating speed. Bombs detonated at Zaventem Airport, followed shortly by an explosion on a train at Maalbeek metro station. The ensuing chaos and emergency response overwhelmed the city, leaving a lasting scar on the collective psyche. Investigations quickly focused on a network of individuals linked to a terror cell previously implicated in the November 2015 Paris attacks, which resulted in 120 fatalities.

Panou’s investigation revealed a disturbing level of interconnectedness among the perpetrators. “Everyone knew each other, they were cousins or friends,” she explained. “Some of the twelve had attended school together in Molenbeek, and several had a prior criminal record. They were all connected.” Molenbeek, a northern Brussels district, became a focal point of scrutiny, highlighting the challenges of addressing radicalization within marginalized communities.

The motivations behind the attacks were rooted in a radical interpretation of Islam, according to Panou. “I interviewed people who had a radical understanding of religion – an extremely radical indoctrination within Islam,” she stated. The investigation sought to understand how individuals could be driven to carry out such acts of violence, including strapping on explosive vests and targeting civilians.

The concentration of radical Islamist activity in Molenbeek raised concerns about the emergence of localized extremist networks. Guido Steinberg, an expert on Islamic studies, pointed to the presence of a Belgian jihadist organization known as “Sharia for Belgium” as a significant factor. “So many attackers came from the Brussels suburb of Molenbeek because there had been salafist and jihadist radicalization there for years,” Steinberg explained. “This particularly affected Belgian citizens of Moroccan descent, who were overrepresented in that area.”

However, Steinberg emphasized that the attacks were not solely a local phenomenon. The masterminds behind the Brussels bombings were based in Syria, operating within the context of the Islamic State’s peak influence. “You have to see the attacks in Brussels in connection with the attacks in Paris. They took place just a few months earlier in November 2015, and the attackers in Paris and Belgium were part of a network.”

Ten years on, while the immediate threat posed by groups like Islamic State has diminished, the risk of terrorism in Belgium remains. Thomas Renard, a Belgian expert on terror prevention, notes a shift in tactics. “Today, jihadists are more likely to be lone actors, radicalized online without the direction of a central organization,” Renard said. “This makes attacks less elaborate but also harder to predict.”

The attacks prompted a comprehensive review of Belgium’s security measures and counter-terrorism strategies. Increased intelligence sharing, enhanced border controls, and efforts to counter online radicalization were implemented. However, challenges persist in addressing the underlying social and economic factors that contribute to extremism. The legacy of the Brussels bombings serves as a stark reminder of the enduring threat posed by terrorism and the importance of vigilance, international cooperation, and a nuanced understanding of the forces driving radicalization.

The events of March 22nd continue to be commemorated annually in Brussels, serving as a moment of remembrance for the victims and a reaffirmation of the nation’s commitment to resilience and security.
