Bogotá, Colombia – Colombia’s Attorney General’s Office has formally accused Ricardo Roa, President of Ecopetrol, the country’s state-owned oil company, of influence peddling, stemming from allegations of improprieties surrounding the purchase of a luxury apartment in Bogotá’s exclusive El Chicó neighborhood. The charges, filed on March 11, 2026, center on claims that Roa improperly favored a contractor in exchange for benefits related to the property acquisition.

The investigation focuses on Juan Guillermo Mancera, a former police officer, and his alleged role as an intermediary in the purchase of apartment 901 in the Entre Parques building. According to the Fiscalía, Roa allegedly leveraged his position to benefit Mancera with contracts awarded by companies connected to Ecopetrol, following the real estate transaction.

The case has ignited scrutiny over potential conflicts of interest within Ecopetrol, a vital component of the Colombian economy. The Attorney General’s Office alleges that Roa misused his authority to serve private interests, contravening his official duties and responsibilities. “The Fiscalía has material evidence that allows it to infer that you may have incurred in the crime of influence trafficking,” the prosecutor stated during the initial hearing, according to reports.

The alleged irregularities extend beyond the apartment purchase itself. Investigators are examining a potential link between the transaction and a prospective contract awarded to Gaxi ESP SAS by Hocol, Ecopetrol’s powerful subsidiary. The proposed contract, valued at approximately $1.4 billion USD annually, involved the leasing of a regasification vessel.

Mancera’s involvement in Gaxi has further complicated the investigation. Although he initially transferred ownership of the company to Juan Alberto Galindo Restrepo, who is described as a representative of the Petro government in the Ibagué Chamber of Commerce, investigators have uncovered evidence suggesting a possible attempt to obscure his continued control. Documents display that Mancera regained full ownership of Gaxi in January 2026, despite the transfer to Galindo being officially recorded a year prior.

According to sources within the Fiscalía, the initial transfer of shares to Galindo may have been a deliberate maneuver to distance Mancera from the Hocol contract negotiations. Investigators are questioning whether the arrangement was a “fictitious sale” designed to avoid scrutiny. The timing of the share transfer – initially in November 2024, and then reversed – has raised further suspicions.

Mancera, through his legal counsel, has maintained that the deal with Hocol ultimately fell through and that he no longer held a stake in Gaxi at the time of the proposed contract. Though, the Fiscalía’s investigation suggests a more complex picture, with evidence indicating that Mancera continued to exert influence over the company even during the period of the alleged transfer.

The Attorney General’s Office is also scrutinizing financial transactions related to the apartment purchase. Mancera reportedly made multiple transfers and deposits totaling 1.8 billion Colombian pesos towards the cost of the property, a sum the Fiscalía considers significantly below its market value. The apartment is owned by a company linked to Serafino Iacono, an investor.

The unfolding scandal has prompted questions about Roa’s continued leadership of Ecopetrol. While he has not resigned, the allegations have created a climate of uncertainty within the company. The Ecopetrol board has reportedly requested information from the Fiscalía regarding the legal proceedings and the possibility of preventative detention for Roa.

The case is being closely watched within Colombia and internationally, as Ecopetrol plays a crucial role in the country’s energy sector and its economic stability. The allegations of corruption and influence peddling raise concerns about transparency and accountability within state-owned enterprises, and could have broader implications for investor confidence and Colombia’s reputation as a business-friendly nation.

The Fiscalía’s investigation is ongoing, and further details are expected to emerge in the coming weeks. The outcome of the legal proceedings could have significant consequences for Ricardo Roa, Juan Guillermo Mancera, and the future of Ecopetrol.
