Valencia González: A U.S.-Born Heir Apparent

Juan Carlos Valencia González, also known as 03, El Pelon, and El JP, is currently considered by many to be the most powerful of Oseguera’s potential successors. As commander of the paramilitary Grupo Elite, he controls a significant portion of the CJNG’s operations. His family connections also run deep within the criminal underworld; his mother, Rosalinda González Valencia, was arrested in 2021 and accused of being a key financial operator for the cartel, while his biological father was a co-founder of the now-defunct Milenio Cartel, where Oseguera himself began his criminal career. The U.S. State Department is offering a reward of up to $5 million for information leading to his arrest.

Valencia’s birth in Santa Ana, California, is not an isolated incident. The CJNG, and other Mexican cartels, have increasingly seen the children of high-ranking members born in the United States, often leveraging their U.S. Citizenship and familiarity with the country for logistical and financial operations. This trend presents unique challenges for law enforcement on both sides of the border.

Beyond Valencia: Other Contenders for Control

While Valencia González is widely seen as a leading contender, he is not the only figure vying for power. Ricardo Ruiz, alias RR, has gained prominence through the production of slick cartel propaganda, including a viral video showcasing heavily armed cartel fighters. Ruiz has been linked to the murder of Valeria Márquez, a model and influencer, highlighting the cartel’s brutality and willingness to silence perceived threats. Audias Flores Silva, known as “El Jardinero,” controls methamphetamine production in Jalisco and Zacatecas and manages a network for trafficking drugs from Central America. He is also believed to have brokered a recent alliance between the CJNG and a faction of the Sinaloa Cartel, a move that could significantly alter the balance of power in Mexico’s criminal landscape.

Another key figure is Abraham Jesús Ambriz Cano, alias “El Yogurth,” who has reportedly recruited a small army of foreign mercenaries, primarily former Colombian soldiers with expertise in explosives and counterinsurgency tactics. The Los Angeles Times reported on this trend, noting that some mercenaries were lured to Mexico under false pretenses.

The Cartel’s Structure and its Implications

The CJNG’s decentralized, franchise-like structure has been key to its success and resilience. This allows the cartel to continue operating effectively even after the loss of a key leader. However, it also creates the potential for fragmentation and increased violence as different factions compete for control. Security analysts suggest that the current leaders are likely to attempt a temporary alliance to present a united front against the Mexican government, but this cooperation is unlikely to last. David Saucedo, a security policy advisor, cautioned that conflicts over profits, trafficking routes, and political connections could eventually lead to a fracturing of the cartel.

The CJNG’s operations extend far beyond drug trafficking, encompassing extortion, fuel theft, illegal mining, and even timeshare fraud. This diversification of income streams makes the cartel particularly difficult to dismantle. The cartel’s influence is also evident in the proliferation of “narco corridos,” or drug ballads, which often glorify cartel leaders and provide insights into internal dynamics. Recent songs, for example, have alluded to Flores as Oseguera’s successor and praised Valencia’s origins in Orange County.
