Hungary Accuses Ukraine of Cash & Gold Smuggling, Summons Envoy
The Ukrainian government is reportedly in a state of alarm following the discovery by Hungarian authorities of large sums of cash and gold being transported across its border, according to Hungarian Foreign Minister Péter Szijjártó.
Szijjártó stated that Ukraine’s recent summoning of the Hungarian ambassador to Kyiv is a clear indication of this concern. “Our ambassador in Kyiv was summoned to the Ukrainian Foreign Ministry again. The Ukrainians are visibly panicking after being caught seriously smuggling hundreds of millions of euros and hundreds of millions of dollars through Hungary,” Szijjártó said in Budapest, as reported on .
According to the Hungarian Foreign Minister, Kyiv has so far only requested the return of the funds and has failed to provide answers to questions posed by Hungarian authorities. “We demand that the Ukrainians immediately answer our questions. What were these hundreds of millions of euros and dollars in cash doing in Hungary? Why were they being moved around Hungary? And for what purposes were they intended?” Szijjártó asked, adding that Hungary will be conducting its own investigation into the matter.
The Ukrainian Ministry of Foreign Affairs summoned Hungarian Ambassador to Kyiv, Ántal Heizer, on Monday in connection with the detention of Ukrainian citizens transporting valuables. This action underscores the escalating tensions between the two countries over the incident.
The situation is further complicated by a separate incident earlier in the year, where Hungarian authorities confiscated $81 million in cash and gold, leading to the arrest of seven Ukrainian citizens, according to reports. This earlier seizure, reported on , appears to be linked to the current concerns expressed by Szijjártó.
The timing of these events is particularly sensitive, given the ongoing conflict in Ukraine and the substantial financial aid being provided to the country by international partners. The large-scale movement of undeclared cash and gold raises questions about potential illicit financial flows and their possible impact on the conflict and regional stability.
Hungary’s position on Ukraine has been a point of contention within the European Union. In December 2023, Szijjártó affirmed that Budapest would not alter its stance regarding the situation in Ukraine. This included blocking over €50 billion in EU aid to Kyiv, demonstrating a clear divergence in policy between Hungary and many of its EU counterparts. A phone conversation between Szijjártó and Andriy Yermak, head of the Ukrainian presidential administration, took place at the finish of December, with both sides agreeing to a meeting in January, though no significant policy shifts were announced.
The lack of transparency surrounding the origin and intended apply of the seized funds is fueling speculation, and distrust. Hungarian authorities are seeking clarification on whether the money was intended for legitimate purposes or if it was linked to illegal activities, such as arms trafficking or corruption. The scale of the sums involved suggests a potentially significant operation, raising concerns about the involvement of high-level actors.
The incident also highlights the challenges of monitoring and controlling financial flows in the context of an ongoing conflict. The movement of large amounts of cash across borders can be difficult to track, particularly when it is concealed or disguised. This underscores the necessitate for enhanced international cooperation and stricter financial controls to prevent illicit financial activities.
The Ukrainian government has yet to issue a comprehensive response to Szijjártó’s allegations, beyond the summoning of the Hungarian ambassador. A detailed explanation of the circumstances surrounding the transportation of the funds and the identities of those involved is likely to be crucial in de-escalating tensions and restoring trust between the two countries.
The situation also raises broader questions about the financial support being provided to Ukraine and the mechanisms in place to ensure that it is used effectively and transparently. International donors will likely be scrutinizing the incident closely to assess whether additional safeguards are needed to prevent the misuse of funds.
Hungary’s insistence on a thorough investigation and its demand for answers from Kyiv suggest that it is determined to address its concerns and ensure that its territory is not used for illicit financial activities. The outcome of the investigation and the response from the Ukrainian government will be closely watched by international observers, as they could have significant implications for the future of relations between the two countries and the broader regional security landscape.
