Jakarta – The Indonesian government is signaling a potential shift in fuel subsidy policy as global oil prices surge, raising concerns about the nation’s fiscal health. Finance Minister Purbaya Yudhi Sadewa has indicated that adjustments to subsidized fuel prices may be necessary if the upward trend continues and significantly burdens the State Budget (APBN). This comes amid heightened geopolitical tensions in the Middle East, contributing to volatility in the energy market.

The possibility of altering fuel subsidies reflects a growing anxiety within the government regarding the potential for a widening fiscal deficit. Officials said that without corrective measures, a sustained increase in oil prices could push the deficit to as high as 3.6 to 3.7 percent of Gross Domestic Product (GDP). The government is now weighing various options to mitigate the impact, including budget adjustments and, as a last resort, a partial transfer of the burden to consumers through price increases.

Minister Purbaya revealed that simulations conducted by the Ministry of Finance highlight the sensitivity of the APBN to oil price fluctuations. According to these simulations, an average oil price of $92 per barrel could significantly strain the budget. This scenario underscores the vulnerability of Indonesia’s economy to external shocks, particularly those impacting energy costs.

The government is currently operating under an assumption of $70 per barrel in its budget calculations, as stated by Coordinating Minister for Economic Affairs Airlangga Hartarto, as reported by Republika.co.id. This discrepancy between the assumed price and the current market reality is driving the need for contingency planning.

Options on the Table: Balancing Fiscal Stability and Public Welfare

Whereas a direct increase in subsidized fuel prices remains a sensitive issue, the government is exploring several avenues to address the potential fiscal strain. One key strategy involves a review of the state budget, identifying areas where spending can be curtailed or postponed.

Purbaya emphasized that spending priorities will be focused on programs with a direct and substantial impact on the population. Non-essential expenditures, such as certain procurement projects, could be delayed to preserve fiscal stability. This approach aims to minimize disruption to essential public services while safeguarding the budget.

However, the Minister acknowledged that if budgetary pressures become overwhelming, a degree of burden-sharing with the public through a modest increase in subsidized fuel prices may become unavoidable. “If the budget really can’t cope, there’s no other way, we share it with the public to some extent. That means a fuel price increase if that’s the case,” Purbaya stated.

Specifically, the disruption of operations at Saudi Aramco’s Ras Tanura refinery following drone attacks, coupled with broader conflicts in the region, has injected uncertainty into the oil market.

Bahlil Lahadalia, the Minister of Energy and Mineral Resources, affirmed that the prices of subsidized fuels like Pertalite would remain stable, regardless of global market fluctuations.

However, this assurance applies specifically to subsidized fuels. Non-subsidized fuels, such as Pertamax, will continue to be subject to market adjustments, reflecting changes in global oil prices. This tiered approach aims to protect vulnerable consumers while allowing market forces to operate in the premium fuel segment.
