The nation endured eight years of war with Iraq in the 1980s, and decades of US-led economic sanctions. However, repeated crackdowns on popular uprisings – in 1999, 2003, 2009, 2022, and during economic protests beginning in December 2025 – eroded the legitimacy of the Khamenei’s theocracy. These crackdowns often involved deadly force and allegations of mistreatment.
Mistakes and Incompetence
The regime also faced public embarrassment due to high-profile mistakes. In 2020, Iranian air defense mistakenly shot down Ukrainian Airlines Flight 752, killing all 176 people on board. In May 2024, President Ebrahim Raisi died in a helicopter crash, requiring assistance from a Turkish reconnaissance drone to locate the wreckage.
This combination of brutality and perceived incompetence led some observers to describe the Islamic Republic as a “zombie regime.”
