JMPD Officer Facing Charges for Misuse of State Vehicle | The Citizen

JMPD Officer Facing Charges for Misuse of State Vehicle | The Citizen

JMPD Officer Faces Charges Over Alleged Misuse of State Vehicle, Connection to KT Molefe

Johannesburg, South Africa – A Johannesburg Metro Police Department (JMPD) officer, Johannes Makgatle, is set to face internal charges following an investigation into the alleged misuse of a council vehicle. The probe, finalized on March 3, 2026, centers on claims that Makgatle used a JMPD vehicle while off-duty to travel to the home of Katiso “KT” Molefe, a businessman recently arrested and implicated in criminal activity. While cleared of directly aiding Molefe with official systems, Makgatle’s actions have prompted disciplinary action, raising questions about accountability within the JMPD. The case has drawn scrutiny following testimony at the Madlanga Commission, which investigated allegations of police involvement with Molefe.

What the Investigation Found: A Two-Track Outcome

The JMPD’s Internal Affairs Unit investigation yielded a split outcome. Officials confirmed that no evidence supports claims that Makgatle used official JMPD systems or resources to directly assist Molefe on the day of his arrest in December 2024. Specifically, the investigation could not prove Makgatle requested or disclosed information about a suspicious vehicle near Molefe’s residence, despite earlier allegations. But, the investigation did substantiate a breach of the JMPD Vehicle Policy. Report Focus News details that Makgatle reported for duty but was sent home due to illness, then proceeded to use a council vehicle without authorization.

The Vehicle Misuse: A Timeline of Events

According to JMPD spokesperson Xolani Fihla, the investigation revealed that Makgatle “misappropriated a council vehicle without permission while off-duty.” He allegedly drove the vehicle to Molefe’s home and the surrounding area before returning to his own residence. Crucially, Makgatle failed to follow standard procedure by not obtaining an Occurrence Book (OB) entry or seeking permission from his supervisor for the vehicle’s use. While his presence near Molefe’s home was confirmed, investigators could not determine if Molefe was actually inside the vehicle at any point. Inside Metros reports that this incident occurred while Makgatle claimed to be on sick leave.

Background: The Madlanga Commission and KT Molefe

This case originates from testimony presented to the Madlanga Commission of Inquiry into Criminality, Political Interference, and Corruption in the Criminal Justice System. General Nhlanhla Mkhwanazi, KwaZulu-Natal’s police commissioner, publicly accused Makgatle of having a close relationship with Molefe and potentially abusing his position to benefit him. Mkhwanazi specifically referenced an affidavit Makgatle submitted to General Crime Intelligence Operations (GCI Ops) on February 5, 2025, regarding a suspicious vehicle near Molefe’s home. This testimony sparked the internal investigation within the JMPD. Molefe himself is currently facing legal challenges, and the allegations against him have drawn significant public attention.

What Happens Next: Internal Prosecution and Suspension

Currently, Johannes Makgatle remains suspended from his duties with the JMPD. The matter has been referred to internal prosecution, and formal charges are expected to be served shortly. Fihla confirmed that Makgatle is not currently under arrest. The internal prosecution process will determine the extent of the disciplinary action Makgatle will face, which could range from a reprimand to dismissal from the JMPD. The JMPD has emphasized its commitment to accountability and transparency in handling misconduct allegations.

The Broader Implications: Public Trust and Police Integrity

This incident occurs against a backdrop of ongoing scrutiny of law enforcement practices in Johannesburg. Public trust in police integrity has been challenged in recent years, and cases like this further fuel those concerns. The JMPD’s decision to pursue charges against Makgatle is presented as a demonstration of its commitment to upholding standards and preventing the misuse of state resources. However, the fact that the investigation cleared Makgatle of directly aiding Molefe with official systems, while still finding a policy breach, highlights the complexities of these cases and the challenges of proving intent. The outcome of the internal prosecution will be closely watched as a signal of the JMPD’s resolve to address misconduct within its ranks.
