Jakarta – The Indonesian Ministry of Transportation (Kemenhub) has reported a significant number of trucks operating during the Lebaran (Eid al-Fitr) holiday restriction period, with some vehicles exceeding permissible dimensions and loads (Over Dimension Over Loading or ODOL). 124 companies owning these trucks have been penalized. The enforcement comes as authorities attempt to manage traffic flow and prioritize safety during the peak travel season.
According to Director General of Land Transportation, Aan Suhanan, between H-8 (eight days before Lebaran) and Lebaran Day itself (March 21, 2026), Jasa Marga recorded a total of 3,968 freight vehicles being redirected across 17 toll road sections at 54 locations. These sections include key routes like the Jakarta Inner City Toll Road, Jagorawi, JORR E, Jakarta-Tangerang, Cipularang, and others spanning Java island.
What the Data Shows: RFID Detection and Volume Reduction
The Ministry utilized Radio Frequency Identification (RFID) data from KM 54 B on the JORR E toll road between March 13th and March 21st, 2026, to identify 158 freight vehicles with three to five axles operating during the restriction period. These vehicles were flagged as ODOL. Officials said the implementation of the freight restrictions, as outlined in a Joint Decree (SKB), led to a 69.83% decrease in the volume of vehicles in classes III-V, dropping from 131,267 to 39,608.
Confirmed Violations and Penalties
As of March 23, 2026, a total of 124 trucking companies were found to be in violation of the operational restrictions on freight transport, with some companies repeating offenses up to three times. The companies most frequently cited for violations include PT SIL, PT MUPM, PT IWE, PT FRI, and PT PF.
The Ministry of Transportation has issued administrative sanctions to the violating companies, beginning with a formal warning against future operational breaches. Companies are as well required to submit a written statement committing to avoid similar violations. “If the warning is not heeded, we will impose a license suspension,” stated Aan Suhanan. “We are doing this to facilitate traffic flow ahead of the peak of the return flow of Lebaran travelers. We prioritize the safety and comfort of road users.”
The Scope of the Restrictions
Kemenhub mandates that all logistics companies adhere to the freight transport restrictions detailed in the SKB. These restrictions apply to vehicles with three or more axles, vehicles with trailer combinations, and those transporting materials such as excavated materials, mining products, and building materials. The SKB aims to reduce congestion and improve road safety during the Lebaran holiday period.
