Madeira News: Cost of Living Monitor, Searches & Tourist Death

The Madeira Regional Government is responding to economic instability with a series of measures designed to protect both businesses and consumers. A new observatory, dubbed ‘Cabaz-RAM’, is being established to monitor the evolving cost of living across the archipelago, according to reports in the DIÁRIO newspaper on Friday, March 20, 2026.

The Autoridade Regional das Atividades Económicas (ARAE), the regional authority for economic activities, will play a key role in the initiative. ARAE will investigate any indications of economic infractions, ensuring compliance with regulations governing business practices in the Autonomous Region of Madeira. The ARAE’s mandate extends to enforcing legal norms related to economic activity, functioning as both an authority and a criminal police body, as outlined on the gov.pt website.

In a separate move to mitigate rising fuel costs, the government is again reducing the Imposto sobre Produtos Petrolíferos (ISP), a tax on petroleum products. This follows previous interventions aimed at cushioning the impact of global market fluctuations on local consumers. The timing of this latest reduction is slated for next week, according to the DIÁRIO report.

Beyond immediate economic pressures, the regional government is also focusing on bolstering the promotion of Madeira’s signature products: Madeira Wine and Madeira Rum. This initiative suggests a longer-term strategy to diversify the regional economy and enhance its international profile.

Environmental concerns are also receiving attention. A significant cleanup effort has resulted in the removal of over 14 tonnes of waste from the surrounding seas. Analysis of the collected debris reveals that more than 63,000 items of waste have been identified over the past four years, with plastic accounting for over 80% of the total. This highlights the ongoing challenge of marine pollution and the need for sustained efforts to address the issue.

Political developments are also unfolding. The Socialist Party (PS) has secured an agenda to revise the Single Social Support Index (SMM) and is putting pressure on the government to implement changes. Carlos Pereira, a PS deputy, revealed that proposed amendments to the mobility allowance will be voted on in the Republic at the end of March, with final approval expected in April. This suggests a potential shift in social welfare policies and a focus on addressing the needs of citizens regarding transportation costs.

Meanwhile, investigations are underway following recent searches conducted by the Madeira branch of the Polícia Judiciária (PJ), the Portuguese judicial police. These searches are reportedly linked to business dealings and employment practices, though specific details remain limited. The nature of these investigations suggests a focus on potential irregularities within the regional business landscape.

Tragedy struck the island recently with the death of a tourist who became lost while hiking. The incident underscores the importance of safety precautions for visitors engaging in outdoor activities and highlights the potential risks associated with exploring Madeira’s mountainous terrain.

The ARAE, under the leadership of Luís Miguel Rosa, has previously commented on the limited impact of a zero VAT rate on consumer prices. According to a report from April 18, 2023, Rosa stated that such a measure would not significantly alter the final costs borne by consumers, as reported by RTP Madeira. This perspective offers insight into the government’s approach to fiscal policy and its assessment of the effectiveness of various economic tools.

The Secretaria Regional da Economia, Turismo e Cultura (SREMP), or Regional Secretariat for Economy, Tourism and Culture, provides the overarching framework for the ARAE’s operations. Established under Decree-Law Regional n.º 15/2023/M of November 10, 2023, the SREMP’s mission encompasses the regulation and oversight of economic activity within the region. The SREMP’s structure and responsibilities are detailed in the official legislation, providing a clear understanding of its role in shaping Madeira’s economic landscape.

These developments collectively paint a picture of a regional government actively engaged in addressing a range of challenges, from economic instability and environmental concerns to political pressures and public safety.
