NC Primary: Foushee Leads Allam in Tight 4th District Race

The Democratic primary for North Carolina’s 4th Congressional district remains exceptionally close, with incumbent Rep. Valerie Foushee currently holding a narrow lead over challenger Nida Allam as counting continues. The outcome hinges on provisional ballots and could trigger a recount, highlighting a potentially significant moment for the state’s Democratic party and a test of voter appetite for generational change.

A Tight Race Reflects Broader Democratic Currents

As of the latest reports from the Associated Press, Foushee leads Allam by just over 1,000 votes with 99% of results reported. Axios and NPR both report on the extremely tight margin. Under North Carolina state law, provisional votes will be tallied in the coming days, and a recount is possible if the final margin falls within 1% of the total vote.

This contest is being watched as an early indicator of whether Democratic voters are seeking a shift towards younger leadership. Allam, at 32, is running against Foushee, 69, and has positioned herself as a progressive alternative to established Democratic norms.

Allam’s Campaign: An Anti-Establishment Message

Allam, currently a Durham County Commissioner, has run a campaign centered on an anti-establishment message, promising to be a more forceful advocate for progressive policies in Congress. She has emphasized the need to address affordability concerns in North Carolina, characterizing the state as often mislabeled as conservative despite a significant working-class population. NPR detailed her campaign strategy, which focuses on directly addressing the economic anxieties of voters.

Key policy differences have emerged between the two candidates. Allam has voiced support for abolishing U.S. Immigration and Customs Enforcement (ICE), while Foushee advocates for defunding and reforming the agency. On U.S. Policy toward Israel, Allam has been a vocal critic of the war in Gaza, refusing campaign donations from pro-Israel lobbying groups like AIPAC, a point of contention with Foushee, who previously accepted such funds.

A History of Competitive Races and Outside Spending

This isn’t the first time these two candidates have faced off. In 2022, Allam lost to Foushee in a primary that became the most expensive in state history, with outside groups spending over $3.8 million. NC Newsline reported on the significant financial investment in that previous race. This year, however, outside spending is on track to surpass that record, with over $4.4 million already reported by outside groups, according to Federal Election Commission filings.
