Daniel Agrér, head of Luleå Energi’s electricity grid, explained that the cost of electricity will increase when consumers use multiple high-energy appliances simultaneously during these peak times. For example, running a vacuum cleaner, dishwasher, sauna, and charging an electric vehicle at the same time during a high-demand period will result in a higher bill. The key, according to Luleå Energi, is to distribute electricity usage throughout the day or shift it to times when fewer people are using the grid.

The effect fee itself will be calculated based on the average of the three highest peak usage instances during a month. This means that consumers will be charged not just for the amount of electricity they use, but also for when they use it. This represents a significant change from the current system, where customers primarily pay a fixed fee for network access in addition to their electricity consumption.

Complexity Concerns and Consumer Understanding

The complexity of the new system is a major concern. Anna Krook-Riekkola, a professor at Luleå University of Technology (LTU) specializing in energy issues, questioned whether consumers will be able to grasp the new pricing model and adjust their behavior accordingly. “How many will have the opportunity to understand and adapt their electricity usage to reduce peak loads?” she asked. This raises questions about equitable access to information and the potential for disproportionate impacts on vulnerable populations.

According to a December 2023 announcement, the company increased its network fees by 9% starting January 1, 2024, citing rising costs and the need to upgrade infrastructure to accommodate increased electrification. Luleå Energi’s statement highlights the growing demand from electric vehicles, solar panel installations, and the ongoing electrification of heavy industry, and transportation.

Daniel Agrér, chief of Luleå Energi Elnät, emphasized the company’s commitment to keeping costs down while investing in network maintenance and development. “The increase of 9% that we are implementing from January 1, 2024 is higher than normal, largely due to the economic situation we are in,” Agrér stated. “We are in the midst of a transition, and the electricity system is central.”

Financial Impact on Households

The 9% increase implemented in January 2024 provided a preview of the financial impact on households. The increase translated to approximately 11 SEK per month for apartment residents and 28 SEK per month for homeowners with district heating. EU Directive and National Implementation

Sweden is moving ahead of schedule, with Luleå Energi adopting the new system as early as September 2026.
