Oncology Pharmacist Advocacy: Toolkit & Policy Guide
The role of the oncology pharmacist is evolving, and with that evolution comes a growing need for advocacy. Recent efforts, spearheaded by the Hematology/Oncology Pharmacy Association (HOPA), demonstrate a concerted push to ensure these specialists have a voice in shaping healthcare policy. This advocacy extends from addressing critical drug shortages to modernizing clinical trial participation and securing sustained funding for cancer research.
Addressing Critical Drug Shortages
Oncology drug shortages continue to be a significant challenge, impacting hundreds of thousands of cancer patients in the United States. HOPA advocates have been actively urging elected officials to prioritize solutions to these shortages, recognizing the life-threatening consequences of limited access to essential treatments. This isn’t a latest problem, but the increasing frequency and severity of these shortages have intensified the need for intervention. The focus is on identifying and supporting policies that bolster the drug supply chain and prevent future disruptions.
Modernizing Clinical Trial Participation
A key legislative priority for HOPA is the Clinical Trial Modernization Act, a House Bill introduced in May 2025. This legislation aims to improve participation in clinical trials, particularly among underrepresented populations. Historically, clinical trials have lacked diversity, leading to potential disparities in treatment effectiveness and outcomes. By addressing barriers to participation, the Act seeks to ensure that research findings are applicable to a broader range of patients. Improving representation in trials is crucial for developing more equitable and effective cancer care strategies.
Securing Funding for Cancer Research
Maintaining robust federal funding for cancer research, prevention, and surveillance programs is another cornerstone of HOPA’s advocacy efforts. Consistent investment in these areas is essential for advancing our understanding of cancer, developing new therapies, and improving early detection rates. Advocates emphasize the long-term benefits of sustained funding, highlighting the potential to reduce cancer incidence and mortality. This funding supports not only basic research but similarly critical surveillance programs that track cancer trends and identify emerging risk factors.
HOPA Hill Day: A Platform for Change
HOPA’s annual Hill Day provides a unique opportunity for pharmacists, caregivers, and residents to directly engage with their members of Congress. The 2025 in-person event, held in Washington D.C. On September 30th, brought together 45 advocates who participated in 68 meetings with representatives and staffers. This year’s gathering was one of the largest in HOPA’s history, demonstrating the growing commitment to advocacy within the hematology/oncology pharmacy community. HOPA Hill Day serves as a crucial platform for raising awareness about the issues facing oncology pharmacists and their patients.
Beyond Hill Day: Extending the Advocacy Reach
For those unable to participate in the in-person Hill Day, HOPA offers a letter-writing campaign through its Legislative Action Center. This allows advocates to continue making their voices heard by contacting their elected officials and expressing support for key legislative priorities. The center provides guidance and sample messages to facilitate effective communication. The Legislative Action Center empowers individuals to contribute to the advocacy process from anywhere.
The Evolving Role of the Oncology Pharmacist
The responsibilities of hematology/oncology pharmacists have undergone a significant transformation in recent years. They are no longer solely focused on dispensing medication but are increasingly involved in direct patient care. This expanded role requires a deeper understanding of the complexities of cancer treatment and the unique needs of patients. HOPA emphasizes that recognizing and supporting the competencies of oncology pharmacists is vital for optimizing cancer care delivery.
Oral Chemotherapy Parity: Improving Affordability
Another key advocacy area is oral chemotherapy parity. Advocates are urging elected officials to support and cosponsor the Cancer Drug Parity Act of 2023 (H.R. 6301 / S. 2039). This bill aims to eliminate the cost disparities between orally-administered and intravenously-administered cancer medications. Currently, many group health plans favor IV treatments, potentially creating financial barriers for patients who could benefit from oral therapies. The Act would protect approximately 140 million patients covered by federally regulated group health plans by ensuring equal coverage for both administration routes.
Understanding Oral Parity and its Impact
The issue of oral chemotherapy parity stems from historical pricing and reimbursement practices. Traditionally, IV chemotherapy was the standard of care, and reimbursement models were built around this method. As oral therapies have develop into more prevalent and effective, the lack of parity has resulted in higher out-of-pocket costs for patients choosing oral options. This can lead to adherence issues and potentially compromise treatment outcomes. The proposed legislation seeks to level the playing field and ensure that patients have access to the most appropriate and affordable treatment options.
Virtual Hill Day and Continued Engagement
HOPA also hosts Virtual Hill Day events, allowing members to connect with elected officials remotely. During the May 7, 2024, event, HOPA members, patient advisory panelists, and staff participated in Zoom meetings with the offices of 80 elected officials from 31 states. This demonstrates HOPA’s commitment to ongoing engagement and its ability to mobilize advocates across the country. Virtual events broaden participation and allow for more frequent communication with policymakers.
The ongoing advocacy efforts of HOPA are crucial for ensuring that oncology pharmacists have the resources and support they need to provide optimal care for cancer patients. By engaging with policymakers and raising awareness about the challenges facing the field, HOPA is working to shape a future where all patients have access to high-quality, affordable cancer treatment. HOPA’s Advocacy Toolkit provides resources and guidance for those interested in getting involved.
