Peru: New Prime Minister Arroyo Sánchez Appointed, Full Cabinet List

El presidente de la República, José María Balcázar tomó juramento a Luis Arroyo Sánchez como nuevo presidente del Consejo de Ministros en una ceremonia oficial que se llevó a cabo en Palacio de Gobierno.

The appointment of Arroyo Sánchez marks a significant shift in Peru’s political landscape, coming just hours after the resignation of his predecessor, Denisse Miralles. Arroyo Sánchez had previously served as the Minister of Defense in the Balcázar administration and, prior to that, as the head of the National Institute of Civil Defense (Indeci).

Arroyo Sánchez replaces Denisse Miralles as premier, who submitted her resignation letter after losing political support in Congress. The swearing-in ceremony, led by President José María Balcázar Zelada, took place one day before the scheduled vote of confidence.

A Veteran of the Peruvian Military

The newly appointed premier, Luis Arroyo Sánchez, is a retired general of the Peruvian Army. According to institutional records, he was a director of the Army War College (Escuela Superior de Guerra del Ejército). His career has been linked to high-level military training and functions within military institutions, including references in documents from the Military-Police Judicial Branch.

In his role at Indeci, Arroyo Sánchez led the entity responsible for coordinating preparation, response, and rehabilitation efforts in the context of Disaster Risk Management.

Unexpected Resignation and a Vote of Confidence in Question

Denisse Miralles submitted her resignation as President of the Council of Ministers at the request of the José María Balcázar government. The resignation comes at an unusual time, as Miralles and her cabinet were scheduled to appear before Congress this Wednesday to request a vote of confidence.

Although some political parties had indicated they would vote against or were considering denying confidence, Miralles’ departure and the subsequent swearing-in of Luis Enrique Arroyo Sánchez as the new head of the cabinet came as a surprise.

Through her X account, the Presidency of the Republic thanked Denisse Miralles for her services as head of the PCM, “in an critical context for the country,” and wished her “success in her career and future challenges.”

Miralles was sworn in as head of the cabinet on February 24, 2026. Previously, she served for four months as Minister of Economy and Finance in the dismissed José Jerí government.

The Path Forward: What About the Vote of Confidence?

In conversation with Gestión, constitutional lawyer Aníbal Quiroga explained that the new premier has up to 30 days to request a vote of confidence, which, given the allowed timeframe, could even take place after the General Elections, to be held on Sunday, April 12.

“The premier can request the vote of confidence tomorrow or within 30 days, even after the elections. It seems they (the Government) are playing with that, hoping the vote of confidence won’t happen,” he indicated.
