The veto, announced on Thursday, centers on the President’s concerns regarding national sovereignty and the presidential role in overseeing the armed forces. According to the presidential justification, the law and accompanying regulations “unduly interfere with the constitutional principle of national sovereignty (Art. 4 of the Constitution), especially in terms of matters not transferred to the EU in treaties and the principle of preserving sovereignty in the process of European integration, interfere with civilian control over the Armed Forces of the Republic of Poland and with the President’s powers in terms of supreme command over the Armed Forces of the Republic of Poland.”

What is the SAFE Program and Why Does it Matter?

The SAFE (Supporting Ammunition Production in Europe) program is a European Union initiative designed to bolster the European defense industry and provide Ukraine with much-needed ammunition. Valued at €150 billion, Poland stands to be a major beneficiary, potentially receiving €43.7 billion. The government had projected that 89% of these funds would flow to Polish defense companies, offering a significant boost to the national arms industry. He characterized Europe as a collaboration of sovereign states, not a system of EU-dictated loans originating in Berlin.

Michał Woś, another PiS MP, went further, labeling Donald Tusk a “traitor” and predicting that the upcoming elections will determine when Tusk will face imprisonment. These strong accusations underscore the highly charged political atmosphere surrounding the SAFE program.
