Milliard, who assumed the leadership on February 13th, succeeding Pablo Rodriguez, aims to revitalize the party following a period of significant internal turmoil. He asserts the PLQ can be a strong voice for Quebecers who similarly identify as Canadian, particularly as the possibility of another referendum looms large in the political landscape.

Milliard has positioned himself as a defender of Canadian unity, stating he would lead the “No” side in a potential referendum triggered by a Parti Québécois (PQ) victory in the next provincial election. “I don’t want to drive any bus, but if it happens because Quebecers choose that path, they need to recognize there are people who are very clear about their belonging to both Quebec and Canada,” he said in an interview on the program Les coulisses du pouvoir, as reported by Radio-Canada.

A Party in Crisis, Seeking Renewal

The PLQ has been navigating a difficult period marked by internal strife and allegations of misconduct. Recent events, including dismissals, lawsuits, suspensions, and criminal investigations, have taken a toll on the party’s image. Milliard acknowledges the damage and emphasizes the need for integrity, transparency, and accountability under his leadership. He aims to distance the party from the controversies that plagued his predecessor’s tenure and rebuild public trust.

He stressed that a party aspiring to power must be “irproachable,” because trust, he argues, is earned, not demanded.

Defining a Quebec Liberal Nationalism

A key element of Milliard’s strategy is the assertion of a distinct Quebec Liberal identity. He explicitly states his intention to “bring a certain nationalism” back to the PLQ, emphasizing pride in being Quebecers. Beyond identity politics, Milliard is emphasizing economic issues. He advocates for a “progressive-conservative” approach, combining responsible fiscal management with a commitment to Quebec’s social safety net. He argues for better management of public finances while maintaining strong support for healthcare, education, and childcare (CPE).

Milliard believes that generating wealth is crucial to funding these social programs and proposes focusing on supporting small and medium-sized enterprises (PME) rather than relying on large foreign investments, referencing the failed Northvolt project as an example of a government strategy that “lost” at the table.
