A R30 Million Agri-Hub in Mpumalanga Left to Vandals Despite Security Detail

A R30 million agricultural hub in Mpumalanga, initially envisioned as a key project under the leadership of the late Premier David Mabuza, has been systematically stripped of its resources, leaving local farmers without promised support and raising questions about the allocation of municipal funds. Despite a continued security presence – four guards are reportedly paid per shift – the facility has been ravaged by thieves, who have stolen machinery, water tanks, and even structural components. The situation highlights a pattern of incomplete or failed infrastructure projects in the region, prompting calls for accountability from local officials.

Years of Delays and Cost Overruns

The Dr JS Moroka Fresh Produce Market in Moripe Gardens was intended to serve as a vital link between local farmers – both large-scale operations and smallholders – and broader markets, including the Mpumalanga International Fresh Produce Market. However, the project’s history is marked by delays and escalating costs. Construction initially began in August 2010, but was halted a month later due to a land dispute. Perform resumed in May 2013, only to see the initial contractor dismissed in September for alleged poor performance. Subsequent attempts to complete the project also faced setbacks, with multiple contractors appointed and terminated due to non-performance. The initial budget of R14 million ballooned over the years, ultimately reaching R30 million for the agri-hub itself, with additional funds allocated for adjacent facilities.

“Security Guards Guard Nothing”

The current state of the agri-hub is described as “a sorry sight,” stripped of essential equipment. At least nine water tanks have been stolen, along with electrical fittings, irrigation pipes, and all borehole equipment. Disturbingly, residents report that at least five 2,500-liter JoJo tanks were deliberately set alight on the site. Despite the ongoing financial commitment to a 24-hour security detail, the guards themselves have become targets for the thieves, with recent reports of attacks and intimidation. A local resident quoted in The Citizen succinctly summarized the situation: “Criminals carry guns and the guards have batons and a one-way radio.” The palisade fencing surrounding the site is compromised, offering little impediment to those intent on looting.

A Pattern of Unfinished Projects

This incident is not isolated. Bosman Grobler, a Member of the Provincial Legislature (MPL) for the Democratic Alliance (DA), pointed to a similar situation in the Mkhondo municipality, where at least R142 million was reportedly spent on another agri-hub project that remains incomplete. This pattern of stalled or abandoned infrastructure projects raises concerns about financial mismanagement and a lack of effective oversight. The Mkhondo agri-hub, also designed to provide local farmers with a formal collection and packaging facility, has been standing unfinished for over a decade.

Impact on Local Farmers and Communities

The failure to deliver on the promise of the agri-hub has significant consequences for local communities. Traditional leader Madolo III Mahlangu emphasized the high unemployment rate in the Dr JS Moroka municipality and the reliance of many residents on farming for their livelihoods. The agri-hub was expected to provide a much-needed boost to the local economy and improve the quality of life for many families. Now, farmers are left without the promised infrastructure and market access, hindering their ability to compete and thrive.

What Remains Unclear

While the extent of the damage and the ongoing security costs are clear, several key details remain unclear. The Citizen reports attempting to obtain clarification from Dr JS Moroka municipality spokesperson Mmasabata Ramatsetse, but only received an acknowledgment of receipt of questions. The specific reasons for the repeated contractor terminations, the full accounting of project expenditures, and the municipality’s plan to address the situation remain undisclosed. It is also unclear what measures, if any, are being taken to hold those responsible for the mismanagement and theft accountable.

David Mabuza’s Role and Legacy

The agri-hub was initially championed by David Mabuza during his tenure as Premier of Mpumalanga (2009-2018). Mabuza also served as Deputy President of South Africa from 2018 to 2023. His involvement highlights the political significance of the project and raises questions about the oversight and management of public funds during his leadership. Mabuza passed away on July 3, 2025, according to reports, adding another layer of complexity to the investigation into the project’s failure.

What Happens Next?

The immediate future of the agri-hub remains uncertain. Without a clear plan for repair and security improvements, the facility is likely to continue to deteriorate. Local residents and political representatives are calling for a thorough investigation into the mismanagement of funds and for accountability from those responsible. The situation underscores the need for greater transparency and oversight in the allocation and management of public resources, particularly in infrastructure projects designed to benefit local communities.
