Riga: Speed Limits Reduced to 30 km/h in Several Districts

Riga: Speed Limits Reduced to 30 km/h in Several Districts

March 5, 2026 David Kessler - News Editor News

Riga Neighborhoods to Implement 30 km/h Speed Limits Starting March 9th

Starting March 9th, several Riga neighborhoods – Ķīpsala, Imanta, Ziepniekkalns, and Šķirotava – will introduce a 30 km/h speed limit on select streets and sections, aiming to improve traffic safety and align driving speeds with existing street infrastructure, according to Riga City Council. The changes are intended to create a safer environment for pedestrians, cyclists, and drivers alike in these areas.

The entirety of Ķīpsala is slated to become a 30 km/h zone, with exceptions for streets already designated as residential areas. This decision reflects the narrow street profiles and high volumes of bicycle and pedestrian traffic characteristic of the island. Ķīpsala, developed as a fishing village and later an industrial hub, now boasts a unique blend of historical wooden architecture – part of Riga’s UNESCO-recognized wooden architectural heritage – and Soviet-era buildings, including the Ķīpsala swimming pool. As Latvia Travel details, the area’s character necessitates a slower speed limit to ensure safety for all.

Specific Street Sections Affected

Beyond the blanket 30 km/h limit in Ķīpsala, speed reductions will also target specific sections of streets in other neighborhoods. On Rājumsila Street, the speed limit will be lowered on the section between Krustpils Street and Dzirkaļu Street, specifically in areas lacking sidewalks. This adjustment aims to enhance safety for pedestrians navigating these stretches of road.

Similarly, on Ēbeļmuižas Street, between Valdeķu Street and Līvciema Street, the maximum allowed speed will be reduced to 30 km/h before pedestrian crossings and near park areas. To further improve pedestrian visibility and safety, parking will be restricted near these crossings. This comprehensive approach demonstrates a commitment to prioritizing pedestrian safety in these locations.

In Imanta, the speed limit will be reduced to 30 km/h on Skandu Street, from Kurzemes prospekts 3B (where the sidewalk ends) to Skandu Street 14. These targeted reductions suggest a data-driven approach, focusing on areas identified as posing higher risks to vulnerable road users.

Ķīpsala: A Unique Context for Speed Reduction

The decision to implement a comprehensive 30 km/h zone in Ķīpsala is particularly noteworthy given the island’s distinct characteristics. According to Vikipēdija, Ķīpsala is a relatively large island in the Daugava River, with a length of approximately 2.7 km and a width of around 500 meters. Its historical development as a fishing village and subsequent industrialization have resulted in a diverse architectural landscape and a significant volume of local traffic.

The island’s popularity with cyclists and pedestrians, combined with its narrow streets, creates a challenging environment for traffic management. Lowering the speed limit is intended to mitigate these challenges and create a more harmonious coexistence between different modes of transportation. The presence of the Žanis Lipke Memorial, a significant historical site dedicated to a man who saved dozens of lives during World War II, further underscores the importance of preserving the island’s unique character and ensuring the safety of its visitors and residents.

Broader Implications and Ongoing Infrastructure Projects

These speed limit changes are occurring alongside other transportation initiatives in Riga. Notably, the Riga City Council is considering halting construction of a bicycle path connecting Ķīpsala and Imanta. TVNET reports that the Satiksmes un transporta lietu komitejas (Traffic and Transport Affairs Committee) is scheduled to discuss the potential suspension of the project. The committee meeting is set for March 25, 2025, and will include input from local residents and non-governmental organizations.

The planned bicycle path, part of a larger project to connect Riga to Babīte and Piņķi, aimed to create a 7.3-kilometer veloinfrastructure route. The potential halt to this project raises questions about the city’s commitment to expanding its cycling network and promoting sustainable transportation options. It remains unclear what factors are driving the consideration of suspension, but the involvement of local stakeholders suggests concerns about the project’s impact on the surrounding communities.

What Happens Next?

The 30 km/h speed limits will be enforced starting March 9th. Drivers are urged to be aware of the changes and adjust their speeds accordingly. The Riga City Council has not specified whether these changes will be temporary or permanent, but the stated goal of improving traffic safety suggests a long-term commitment to prioritizing pedestrian and cyclist well-being. The outcome of the March 25th committee meeting regarding the Ķīpsala-Imanta bicycle path will also significantly shape the future of transportation infrastructure in the area. Further updates will likely be provided by the Riga City Council as the situation develops.
