Mr. Neo was at risk of homelessness following the loss of his foster mother and the sale of their home. These scenarios underscore the vulnerability faced by individuals lacking consistent support and appropriate housing. How the Enabled Living Programme Works

The ELP, piloted in December 2025, operates by pairing individuals with disabilities in public rental flats. These aren’t simply apartments handed over with a key; they are carefully designed living spaces with built-in support systems. Residential coaches provide ongoing supervision and guidance, assisting residents with daily living skills and fostering a sense of structure. Currently, sites are operating in Ang Mo Kio, Woodlands, Lengkok Bahru, Bedok North, and Jurong West, with Touch Community Services operating the Jurong West location, set to welcome its first resident in April. The program is designed to serve up to 250 clients across these locations.

A key aspect of the ELP is its emphasis on financial responsibility. Residents are expected to cover their own rental fees – adjusted based on income – and utility bills, promoting self-sufficiency. This approach differs from purely subsidized housing models, encouraging active participation in managing their own lives. The Autism Resource Centre (ARC) runs the Ang Mo Kio ELP site, building on a previous residential living pilot program for adults over 18.

Beyond Housing: Building Skills and Community

The ELP isn’t solely about providing a roof over someone’s head. It’s about fostering independence and integration into the wider community. Dr. Sim Zi Lin, programme director and psychologist at ARC, emphasized the importance of “right-siting” – ensuring individuals with the potential for community living aren’t unnecessarily confined to institutional settings. Residents are encouraged to develop practical skills, such as cooking nutritious meals and independently accessing healthcare services. Mr. Ng, for example, is currently pursuing a diploma in management studies at the Singapore Institute of Management, while Mr. Neo works as a cafe assistant at Pathlight School.

The success of the program also relies on fostering positive relationships between roommates, a challenge acknowledged by Dr. Sim, particularly given potential social communication difficulties. However, the experience of Mr. Ng and Mr. Neo demonstrates that successful co-living is achievable with appropriate support and a willingness to adapt. They’ve established a clear division of household chores and enjoy shared activities, like watching television together.

The Home Support Programme: Expanding the Reach

Building on the ELP, the Ministry of Social and Family Development (MSF) plans to pilot the Home Support Programme (HSP) in the second half of 2026. The HSP will extend support to individuals with disabilities living near ELP sites, offering a similar level of assistance without the shared living arrangement. This expansion aims to cater to a broader range of needs and preferences within the disability community.

The ELP has received a positive response from the local community. Dr. Sim noted that residents in Ang Mo Kio have been welcoming, with grassroots leaders even extending gestures of kindness, such as treating ELP clients to meals. This community support is crucial for fostering a sense of belonging and integration.
