The inquiries, launched by both a government watchdog and members of Congress, center on claims that a former employee retained copies of databases containing personal information on nearly every living American and may have improperly accessed and shared that data.

Concerns Over Data Access and Potential Misuse

The Social Security Administration’s (SSA) inspector general notified House and Senate committees on March 6th about a review of an anonymous complaint concerning potential misuse of SSA data by a former DOGE employee. This follows reporting by the Washington Post detailing whistleblower allegations that a former DOGE software engineer at SSA claimed to have retained copies of sensitive databases, including the NUMIDENT database and the Death Master File, on a personal thumb drive. The whistleblower likewise alleged the former staffer possessed “God-level” access to SSA systems and discussed sharing the data with a private-sector employer.

The NUMIDENT database contains Social Security numbers, dates of birth, places of birth, and parental names for almost all living Americans. The Death Master File holds records of deceased individuals. The potential compromise of such data raises significant privacy and security concerns.

Congressional Response and Expanding Investigations

Representative Robert Garcia of California, the ranking Democrat on the House Oversight Committee, called the allegations “deeply disturbing” and indicative of a “callous disregard for the safety and security of Americans’ most sensitive information.” Garcia has requested the SSA provide answers regarding DOGE’s access to Social Security data and is seeking contact from former DOGE staffers affiliated with the SSA to clarify the facts.

Senator Ron Wyden of Oregon, ranking member of the Senate Finance Committee, described the allegations as potentially representing “one of the largest known data breaches in American history,” and called for a full public accounting. Representatives John B. Larson and Richard E. Neal, members of the House Ways and Means Committee, echoed these calls for a thorough investigation and accountability if wrongdoing is confirmed.

SSA Response and Previous Concerns

An unnamed SSA spokesperson disputed the whistleblower’s claims, stating they have been “strongly refuted” by the agency, the former employee, and the employee’s current company. The spokesperson also criticized the Washington Post’s reporting. However, the SSA’s initial disclosure in January, stemming from an ongoing court fight over improper data access, revealed that DOGE employees had secretly and improperly shared sensitive personal data in 2025. That disclosure also indicated two unnamed DOGE employees were referred to a federal watchdog for potential Hatch Act violations – using their positions for political activity.

Charles Borges, the former chief data officer at SSA, filed a whistleblower disclosure last year alleging that DOGE staffers improperly copied a dataset of over 300 million Americans’ information into a virtual database without following security protocols. Borges told NPR that the current allegations could have “generational consequences,” potentially requiring a complete redesign of the U.S. Identity system if true. He emphasized the irreversible nature of such a data breach.

What the Data Access Means

The alleged actions raise questions about the scope of access granted to DOGE employees within the SSA and the safeguards in place to protect sensitive data. The whistleblower’s claim of “God-level” access suggests a level of authority that bypassed standard security protocols. The potential for linking Social Security data with state voter rolls, as previously reported by the SSA, further amplifies concerns about the misuse of personal information for political purposes.

It’s important to note that the allegations are currently under investigation, and the full extent of any data compromise remains unclear. The SSA’s inspector general declined to comment on the ongoing investigation, citing the risk of jeopardizing the process and discouraging future whistleblowers.

The Broader Context of DOGE’s Involvement

The current investigations build upon previous scrutiny of DOGE’s involvement with the SSA. The January disclosure revealed that DOGE employees circumvented IT rules, shared data on outside servers, and retained access to data even after it was temporarily restricted by a judge. These incidents highlight a pattern of concerns regarding DOGE’s handling of sensitive information and adherence to security protocols.

The SSA is undergoing a “digital-first transformation” to improve service delivery, but these recent allegations raise questions about whether that transformation is being pursued with adequate attention to data security and privacy.

The SSA’s inspector general is continuing its investigation into the anonymous complaint. Congressional Democrats are pursuing their own inquiries, seeking further information from the SSA and encouraging former DOGE staffers to come forward with information. The outcome of these investigations could lead to policy changes, stricter security protocols, and potential legal action against those found to have engaged in wrongdoing. The agency will likely face increased scrutiny regarding its vetting processes for contractors and its oversight of data access controls.
