US Immigration Backlog: Millions Pay for Services, Face Delays & $1 Billion Loss

Washington D.C. – A new report alleges that thousands of migrants, primarily from Cuba, Venezuela, and Haiti, have paid fees for immigration processes that remain unresolved, potentially representing a financial loss of close to one billion U.S. Dollars. The study, conducted by the Cato Institute, points to restrictions implemented during the Trump administration as a key factor in the backlog and raises concerns about transparency within the U.S. Immigration system.

The report, authored by David J. Bier, Director of Immigration Studies at the Cato Institute, claims the U.S. Government is collecting fees for services it is not currently providing. The government is charging fees to immigrants and American sponsors for services that it does not intend to provide. It kept their money and is now not even processing their applications; in many cases, it even refuses to deny them, Bier stated. The analysis indicates that over 1.2 million applications from citizens of Cuba, Venezuela, and Haiti are stalled, forming part of a larger backlog exceeding two million cases overall. Cuban applicants represent the largest portion of this backlog, with approximately 935,000 pending petitions, followed by Venezuelans (239,000) and Haitians (81,000).

The affected procedures encompass a wide range of immigration benefits, including employment authorizations, permanent residency applications based on family or employment ties, asylum claims, naturalization processes, and various types of visas – both for work and tourism. According to Bier, the Department of State allegedly instructed consular staff not to inform applicants when they are effectively barred from entering the country. This practice, the report suggests, contributes to a climate of confusion and frustration among applicants.

Bier characterizes the situation as mass fraud, arguing that the government is receiving revenue for services that are not being delivered. He estimates the total financial impact to be approximately one billion U.S. Dollars, broken down as $543 million related to Cuban applicants, $138 million for Venezuelans, and $56 million for Haitians.
