GAA Congress: Motion to Extend Season & Delay Football Final Withdrawn

The motion, championed by a working group under the leadership of former GAA Director General Páraic Duffy, sought to shift the All-Ireland football final to the second Sunday in August, with the hurling decider following on the last Sunday in July. The intention was to create a more defined and spacious championship calendar. Still, the proposal faced considerable resistance from counties concerned about the impact on their club schedules and the potential elimination of valuable pre-season competitions.
Prior to Saturday’s Congress, several counties had already signaled their opposition to the motion, according to reports. During the debate, prominent figures including former president Seán Kelly, John Prenty of Connacht GAA, Paul Bellew from Galway, Michael Martin of Wexford GAA, Brendan Tobin of Waterford and Sean Óg McAteer of Down GAA all voiced their concerns. Faced with an almost certain heavy defeat, Duffy requested the motion be withdrawn, a request ultimately approved by Burns, despite a last-ditch appeal from Bellew to allow the vote to proceed.
Despite the setback for the season extension proposal, Congress did witness several motions approved. One of the most closely contested votes centered on Motion 15, which introduced a requirement for counties to obtain a high-performance license. This license aims to regulate spending by inter-county teams and ensure a more level playing field. The motion passed with 59.1% of the vote, requiring only a simple majority due to its classification as a new rule, unlike the 60% threshold for most other motions.
Further changes were approved with overwhelming support. Applying the football dissent rule – a 30-meter penalty – to hurling garnered 95.1% approval, while a motion to eliminate All-Ireland preliminary quarter-finals featuring teams from the Joe McDonagh Cup passed with 94.1% support. These changes reflect a desire to streamline championship structures and provide greater opportunities for teams across all tiers.
However, not all motions found favor with delegates. A proposal from the Tempo club in Fermanagh to reinstate the minor football and hurling finals as curtain-raisers to the All-Ireland senior finals was soundly defeated, facing significant opposition on the floor. Similarly, a motion from the Clontarf club in Dublin, proposing a minimum requirement of eight league or championship appearances for club players before they could represent their county, was withdrawn following objections. London GAA’s Tony O’Halloran argued that the motion “has no place in our organisation,” while Tom Parsons of the GPA acknowledged its bluntness but expressed willingness to explore the issue further.
In a more universally supported decision, a motion to include a representative from GAA Rounders on the Ard Chomharile – the GAA’s central council – passed with an impressive 98.3% of delegates voting in favor. This move signifies a commitment to inclusivity and recognition of the growing popularity of Rounders within the association.
The day’s events at Croke Park highlighted the complex dynamics within the GAA, balancing tradition with the need for modernization and addressing concerns about financial equity and player welfare. While the proposed season extension failed to gain traction, the approval of other motions demonstrates a willingness to adapt and evolve, albeit cautiously. The high-performance license requirement, in particular, signals a significant step towards greater financial transparency and a more competitive landscape for inter-county teams.
