Wexford Council Debate: Councillor Interrupted During Consent & Violence Training Call

A routine council meeting in Wexford, Ireland, on March 4th, 2026, took an unexpected turn when Cllr Vicky Barron attempted to raise the critical issue of domestic, sexual, and gender-based violence, and the need for councillor training in recognizing and responding to it. The discussion, initially framed within the context of International Women’s Day, quickly became a point of contention, leading to a temporary adjournment and a heated exchange with the Cathaoirleach, Cllr Joe Sullivan.

The initial impetus for Barron’s remarks came during the customary round of congratulations following recent achievements within County Wexford. She used the opportunity to commend those who had marked International Women’s Day, specifically highlighting the work of Wexford Women’s Refuge, an organization she chairs. According to Barron, a recent presentation at the refuge focused on online abuse and consent, emphasizing the importance of understanding boundaries and recognizing the legal definition of assault.

Barron’s concern stemmed from a motion she co-submitted with Cllr Bridín Murphy in November of the previous year, calling for training for all county councillors on identifying domestic, sexual, and gender-based violence. Despite the passage of several months, she expressed frustration that the training had not yet been scheduled or implemented. “That still hasn’t progressed,” she noted, emphasizing the urgency given the “current climate.”

As Barron began to elaborate on the legal definition of assault – stating that touching anyone without consent constitutes assault, and defining sexual assault – she was interrupted by Cllr Sullivan, who questioned whether she was “straying away from the topic” at hand. This prompted a firm response from Barron, who respectfully requested to be allowed to complete her five-minute allocation of speaking time.

The request was eventually granted, but only after all other congratulations had been issued. Resuming her address, Barron reiterated the need for the promised training, extending the scope to include all staff of Wexford County Council (WCC). She underscored the importance of understanding the limitations of councillors, particularly those who do not have dedicated offices, and the need to adhere to a code of ethics in all interactions.

It was at this point that the situation escalated. Cllr Sullivan abruptly halted Barron’s remarks, prompting a visible display of frustration. “I’m going to adjourn for ten minutes,” he announced, stating his intention to consult with the party whips. Barron protested, accusing Sullivan of “silencing” her, a sentiment echoed by Cllr Lisa McDonald, who argued that such interruptions were “not fair.”

Despite the objections, Sullivan proceeded with the adjournment, departing the chamber accompanied by the chief executive, and several other councillors including Anthony Donohue (FG), Pip Breen (FF), John O’Rourke (IND), Tom Forde (SF), Pat Barden (Wexford Independent Alliance), and county secretary Michael Drea. The break lasted for over 20 minutes, prompting senior members to consult records for precedent.

Upon his return, Sullivan allowed Barron to continue. She reiterated her call for the training to be implemented, stressing that consent applies to both men, and women. “It’s important we as a council are seen to promote open and honest transparency in all we do,” she concluded.

The incident highlights a growing awareness of the need to address issues of violence and consent within local government. Barron’s position as Chairperson of Wexford Women’s Refuge, as noted in information available on Wexford Women’s Refuge’s website, lends significant weight to her advocacy. The refuge provides a “safe, confidential, non-judgemental support service for women and their children experiencing Domestic, Sexual and Gender Based Violence.”

Barron’s professional background, detailed on the same website, includes experience as a teacher, principal, and currently as an administrative principal. She is also actively involved with the Irish Primary Principal’s Network (IPPN) and the Young People’s Services Committee (CYPSC) at a national level. This experience, as highlighted in a report from Wexford People, is expected to inform her contributions to a panel discussion on consent in the education sector.

The incident at the council meeting also comes on the heels of Barron’s participation in the ‘Woman Of The Year’ awards in Enniscorthy, where she highlighted the importance of the services offered by Wexford Women’s Refuge, as reported by Woman Empowering Women on Facebook. The event, attended by South East Radio, took place as part of International Women’s Day celebrations.

Although the immediate outcome of Barron’s push for councillor training remains uncertain, the exchange underscores the challenges of bringing sensitive issues to the forefront of local politics. The temporary adjournment and the initial resistance to allowing Barron to fully articulate her concerns raise questions about the willingness of the council to engage in open and transparent dialogue on matters of violence and consent. The situation will likely be closely watched by advocates and community members as Wexford County Council considers its next steps.
