Pixel 10 Performance and Stability Improvements

Several of the fixes in Android 16 QPR3 specifically target the Pixel 10 series. A key improvement is focused on GPU performance, with optimizations to the OpenCL driver designed to reduce overhead and increase benchmark scores.
