Rising Oil Prices: Fuel Costs Soar & Tax Cuts Considered

March 9, 2026 Sarah Wu - Tech Editor Tech and Science

Rising tensions in the Middle East are driving up global oil prices, and Norwegian motorists are already feeling the pinch at the pump. The Norwegian Automobile Federation (NAF) is warning of sustained higher fuel costs and is calling on the government to consider cutting fuel taxes to shield consumers. As of Monday, March 9, 2026, the price of a barrel of North Sea crude oil surpassed $100, briefly reaching $120, according to reports.

Impact on Norwegian Drivers

NAF’s pressesjef, Ingunn Handagard, stated that the organization is seeing signs of increasing pump prices. “When prices first go up, we fear it could be prolonged. We believe This proves important to protect motorists from sky-high pump prices. If prices become stuck at a high level, taxes must be cut,” Handagard said in a press release.

The average price of gasoline and diesel in Norway has hovered around 20 kroner per liter for the past year, according to Statistics Norway (SSB). However, over the last week, prices have climbed to nearly 25 kroner per liter. This increase is particularly concerning given that around two million gasoline and diesel vehicles are on Norwegian roads, directly impacting household budgets.

Broader European Energy Market Response

The impact isn’t limited to Norway. The price of gas in Europe is also experiencing significant volatility, jumping 30% in pre-market trading on Monday, mirroring the oil price surge. This broader energy market reaction underscores the interconnectedness of global energy supplies and the sensitivity to geopolitical events. The Swedish government is already evaluating potential measures to mitigate the impact of high fuel prices on consumers, and is considering requesting exemptions from EU regulations to lower fuel taxes if prices stabilize around $120 per barrel.

The Role of Geopolitical Instability

The current price increases are directly linked to the ongoing conflict in the Middle East. Oil analyst Ole Hvalbye at SEB told E24 that the market is now recognizing the conflict as a more significant disruption than initially anticipated. Hvalbye described the price surge as “insane,” noting that several Gulf states are experiencing disruptions to oil production and export due to the instability.

This situation echoes the price spikes experienced following Russia’s invasion of Ukraine, when pump prices approached 30 kroner per liter. Notably, the Norwegian government did not reduce taxes at that time, a decision NAF is now urging them to reconsider.

Tax Structure and Potential Relief

A significant portion of the pump price in Norway is comprised of taxes. The road usage tax on gasoline is currently 3.77 kroner per liter, even as the diesel tax is 2.28 kroner per liter. These are in addition to the CO2 tax and value-added tax (moms). NAF argues that reducing these taxes is a crucial step to alleviate the financial burden on drivers, especially in rural areas where reliance on personal vehicles is higher.

Tax Breakdown and Historical Context

The current tax structure highlights the government’s leverage in influencing fuel prices. While the global oil market dictates the base price, the level of taxation significantly impacts the final cost at the pump. The decision not to cut taxes during the 2022-2023 energy crisis, despite similarly high prices, is a point of contention for NAF, who believe a more proactive approach is needed to protect consumers from volatile market conditions.

What Comes Next: Monitoring and Potential Policy Shifts

The situation remains fluid, and NAF will continue to monitor oil and fuel prices closely. The organization is advocating for a clear threshold – sustained high prices – that would trigger an automatic review of fuel taxes. The Swedish government’s consideration of EU regulation exemptions provides a potential model for Norway, although any such move would require navigating complex international agreements. Further developments in the Middle East will undoubtedly play a key role in determining the trajectory of fuel prices in the coming weeks and months.
