Work From Home Calls Grow as Fuel Prices Rise – NZ Update

Work From Home Calls Grow as Fuel Prices Rise – NZ Update

March 13, 2026 Ananya Mittal - World Editor World

Rising fuel costs, spurred by ongoing instability in the Middle East, are prompting calls for governments and private employers to consider remote work options as a means of alleviating financial strain on workers and reducing overall energy demand. The situation echoes similar measures being taken in Southeast Asia, where Vietnam and Thailand have already urged public sector employees to work from home and implement energy-saving initiatives. The debate centers on the balance between operational needs, employee rights and the broader economic implications of widespread remote work adoption.

Regional Responses to Fuel Price Volatility

Thailand and Vietnam were among the first nations to publicly respond to the escalating fuel prices with direct calls for work-from-home policies. As reported on March 10th, Thai authorities requested government workers to transition to remote work where feasible and adjusted air conditioning settings in government buildings to 26C (79F) to conserve energy. Thailand also temporarily suspended fuel exports to bolster domestic supplies and capped diesel prices at approximately $0.94 per liter. Vietnam, meanwhile, eliminated import duties on many petroleum products and encouraged companies to facilitate remote work arrangements for their employees, alongside recommendations for increased use of public transportation.

These actions reflect a growing concern over the potential for sustained disruption to global oil supplies. The conflict in the Middle East, specifically the ongoing tensions involving Iran and Israel, has introduced significant uncertainty into the energy market. Vietnam’s response also included adjustments to domestic fuel pricing, with gasoline prices increasing while kerosene rates were reduced, utilizing the country’s petroleum price stabilization fund. According to the Ministry of Industry and Trade, E5RON92 gasoline rose to VND26,570 (approximately $1 USD) per liter, and RON95-III increased to VND29,120 ($1.11 USD) per liter in March 2026.

Modern Zealand Considers Similar Measures

In New Zealand, the Public Sector Association (PSA) has echoed these calls, urging the government to encourage remote work within the public sector. National secretary Fleur Fitzsimons argued that a shift to remote work could significantly reduce fuel demand and alleviate the financial burden on workers facing soaring petrol prices, which have reached $3 per liter in some areas. The PSA’s proposal aligns with a broader trend towards increased flexibility in work arrangements, but raises questions about the practicalities of implementation across various government departments and agencies.

The private sector response has been more varied. ANZ bank already has a flexible work policy allowing employees to work remotely up to 50% of the time, acknowledging that individual arrangements will depend on role requirements and personal circumstances. Woolworths is monitoring the situation, while Fonterra offers flexible working arrangements for office-based roles, encouraging employees to discuss their needs with their managers. The Employers and Manufacturers Association (EMA) suggests that more employers may consider similar measures if fuel prices continue to rise or the situation persists.

Employee Rights and Employer Obligations

Employment lawyers in New Zealand have clarified the legal framework surrounding remote work requests. While employers are not automatically obligated to approve such requests, employees can formally apply for flexible working arrangements. Alastair Espie of Duncan Cotterill explained that a formal application provides a structured process for consideration, but employers are not necessarily bound to comply if the employee’s contract specifies a fixed workplace. Alison Maelzer of Hesketh Henry emphasized the potential benefits of accommodating remote work requests, including improved employee retention, engagement, and productivity.

The Global Fuel Price Landscape in Early 2026

The current surge in fuel prices is a global phenomenon, driven by geopolitical instability and supply chain disruptions. According to Motorist Thailand, as of March 13, 2026, Gasohol 95 in Thailand is priced at approximately ฿31.05 per liter (roughly $0.87 USD), while Diesel B7 is priced at ฿29.94 per liter ($0.84 USD). These prices, however, are subject to change and vary depending on the provider (Esso, Shell, PT, Caltex, Bangchak, Susco, Irpc, Pure). The fluctuations highlight the vulnerability of global energy markets to external shocks.

What Remains Unclear and What is Confirmed

Confirmed: Fuel prices are rising globally due to Middle East tensions. Thailand and Vietnam have implemented measures to encourage remote work and conserve energy. New Zealand is considering similar steps. Employees have the right to request flexible working arrangements, though employer approval is not guaranteed.

Unclear: The long-term impact of the Middle East conflict on oil supplies and prices remains uncertain. The extent to which New Zealand employers will adopt widespread remote work policies is yet to be determined. The effectiveness of fuel price stabilization funds in mitigating the impact of price increases is subject to ongoing evaluation. The precise level of demand reduction achievable through remote work initiatives is difficult to quantify.

Looking Ahead: Procedural Steps and Potential Outcomes

The immediate next steps involve ongoing monitoring of the geopolitical situation in the Middle East and its impact on global oil markets. Governments will likely continue to assess the feasibility of implementing energy-saving measures, including remote work policies. In New Zealand, the PSA is expected to continue advocating for government leadership on this issue, while employers will individually evaluate their options based on operational needs and employee feedback. Further adjustments to fuel pricing and taxation policies are also possible, depending on market conditions and government priorities. The effectiveness of these measures will be closely watched by policymakers and industry stakeholders alike, as they navigate the complex challenges of energy security and economic stability in a volatile global landscape.
