All-Ireland Finals to Stay in July: GAA Congress Updates & Rule Changes 2024

The All-Ireland senior hurling finals will remain a fixture of the July sporting calendar, after a proposal to extend the inter-county season was withdrawn at the GAA’s Annual Congress on Saturday. The move comes as the organization continues to navigate the balance between maximizing inter-county competition and safeguarding club activity.

Facing a likely defeat, the motion to add two weeks to the season, and simultaneously disband January’s pre-season competitions, was pulled by GAA director general Páraic Duffy. According to reports from the meeting, concerns centered around the already condensed schedule, with the four All-Ireland senior semi-finals and finals currently played over just 22 days. Duffy himself questioned whether the current calendar was “too condensed” and if there were “too many inter-county games.”

The decision to maintain the status quo was welcomed by many, particularly at the club level. Galway chairman Paul Bellew argued that the growth of Gaelic games is most evident at the club level, and the certainty of fixtures provided by the current “split season” is crucial for fostering that growth. Wexford’s Micheál Martin echoed this sentiment, suggesting that opportunities exist to stage more inter-county games in June, coinciding with the conclude of the primary school year.

Although the extension of the inter-county season was defeated, the Gaelic Players Association (GPA) did secure a significant victory with their recommendation to define the inter-county window as 30 weeks, garnering 66.7% support. This provides players with greater clarity regarding their commitments and allows for better planning around club obligations.

Significant changes were likewise made to the All-Ireland Senior Hurling Championship structure. The All-Ireland senior preliminary hurling quarter-finals have been eliminated following a Laois proposal that received overwhelming support (94.1%). This means the Munster runners-up will now face the third-placed team in Leinster, and vice-versa, in the All-Ireland quarter-finals. Provincial finalists are expected to have home advantage in these matches, a change that will likely be welcomed by teams and supporters alike.

This alteration addresses concerns about the fairness of the previous system, where teams faced potentially long journeys for preliminary quarter-final matches. For instance, a scenario similar to the 2024 quarter-final between Cork and Dublin, which took place in Semple Stadium, would now see Limerick hosting Dublin at the Gaelic Grounds, providing a significant home advantage.

Attendances are also expected to receive a boost from the novel format. As one observer noted, quarter-final double-headers haven’t consistently captured the imagination of fans, and the increased stakes associated with provincial runners-up hosting matches should draw larger crowds.

Further down the tiers, a Joe McDonagh semi-final will be included in the 2027 season, with the second and third-placed counties facing off to determine who will meet the table-toppers in the second-tier final. This provides increased opportunity and visibility for teams competing outside the top two hurling championships.

In football, a new rule regarding dissent will be implemented. Any instance of dissent will now result in a free being advanced 30 metres, a significant penalty designed to curb disrespectful behavior towards officials. For underage games, players committing such infractions will be sin-binned for 10 minutes, further emphasizing the importance of respect for referees.

Provincial football finals that end in a draw after extra time will now be replayed, following a motion that received 73.5% backing. This change, while potentially adding to fixture congestion, ensures that provincial championships are decided on the field, rather than through penalty shootouts. The new All-Ireland format already grants provincial finalists home advantage in the first round of the qualifiers, but this new rule could see teams facing three consecutive weeks of competition.

A new inter-county certification program was also endorsed, requiring counties to adhere to measures such as providing GPS data, establishing annual expenditure limits, requiring inter-county managers to complete induction courses, and limiting the number of paid backroom staff to 10. While the details are still being finalized, the program aims to promote greater financial transparency and standardization across counties.

Finally, a motion to reattach the All-Ireland minor finals as curtain-raisers to the senior deciders was soundly defeated, receiving only 15.8% support. Speakers argued that standalone minor finals, like the 2024 All-Ireland minor hurling decider in Thurles, provide a superior experience for both players and supporters, allowing for cheaper tickets and greater accessibility for younger fans.

The Congress also approved allowing 12-a-side teams, a move designed to assist rural clubs struggling to field 15 players. Cork, for example, has already taken steps to limit the number of amalgamated underage sides, and smaller-sided games will provide a viable option for clubs facing player shortages.
